Making land protection accessible
Zemelny Service is a Russian RegTech project that helps owners of land plots handle the requirements of Federal Law 101-FZ on Agricultural Land Turnover and other land laws. Without legalese. With Russian technologies. Compliant with the laws of the Russian Federation.

Before us, the only route for an owner who had received a notice from Rosselkhoznadzor was to hire a lawyer for 50–200 thousand roubles to analyse the situation, and roughly the same again for case support. We are changing that.
The service makes the initial diagnosis and the preparation of basic documents accessible to everyone. Only the complex cases that genuinely call for a lawyer are routed to a lawyer. This is a better outcome both for users (faster and cheaper) and for lawyers (focus on complex matters where they create the most value).
How we work
1. An app, not a corporation
We build a product, not a headcount. The team is small and focused. No unnecessary policies, corporate agreements or job descriptions beyond what is needed.
2. AI-augmented, not AI-replaced
Artificial intelligence is an assistant, not a substitute. All procedural decisions are taken either by the owner or by an accredited lawyer with a QES. The AI makes the first step fast.
3. Compliance first
When "ship faster" conflicts with "stay compliant", compliance wins. This is not a checkbox but an architectural choice from the very beginning.
4. Russian stack
YandexGPT 5.1 Pro, GigaChat 2 / Ultra, Postgres Pro 17, Astra Linux SE, Yandex Cloud. No foreign providers. Ready for inclusion in the Ministry of Digital Development register.
5. Privacy by design
The minimum personal data collected. Separate consents by purpose. Hashing of sensitive data. Account deletion on request within 30 days. No covert telemetry.
6. Openness
Documentation is open (the Design Documentation pack to GOST 34 / 19 / R 56939). The sources in the RAG knowledge base are public. Constructive feedback from users and lawyers is the main engine of development.

May 2026 · M1
Pre-development
The legal framework, the GOST design documentation pack, hiring of the tech lead and designer, selection of the partner bank, and accreditation of the first lawyers. ✅ Largely complete.
June–September 2026 · M2–M5
MVP development
Backend on Python / FastAPI, mobile on React Native, integrations with USRN and ESIA, AI features 1–4. Internal testing on synthetic data.
October 2026 · M6
Closed beta
Pilot launch in the Tver Region. 50–200 users. Accreditation of 3–5 lawyers. Collection of feedback and metrics. Target outcome — NPS of 30 or higher.
November–December 2026 · M7–M8
Refinement and expansion
Addressing pilot findings. Filing for FSTEC IS Class 2 certification. Bringing AI features 5–7 online. Expansion to Kaluga and the Moscow Region.
January–March 2027 · M9–M11
IS Class 2 certification
Testing in an FSTEC-accredited laboratory. External pentest. Receipt of the certificate. Expansion of the lawyer base to 30+. Filing for the Ministry of Digital Development register.
April 2027 · M12
Production operation
Full coverage of the 7 regions of the Moscow cluster. Target metrics: 5,000 users, 600 cases, NPS of 50 or higher, availability of 99.5% or higher.
May 2027 onwards
Product expansion
Regions outside the cluster (focus on areas with a high concentration of fallow land). Modules B-1 (residential construction service) and B-2 (Land Share Lease) — based on user feedback.

Each component has been chosen with regulation, performance and maturity in mind. With no dependence on foreign providers.

Python 3.13 + FastAPI — the core stack. A rich ecosystem for AI / RAG. Strong talent availability in Russia. Microservices in Yandex Managed Kubernetes.
Mobile
React Native 0.83+ — a single codebase for iOS and Android. Publication in RuStore (the primary channel) plus the App Store and Google Play. Native SDK from the partner bank.

Postgres Pro 17 for prod IS Class 2 (FSTEC-certified). Master + sync replica. pgvector for RAG. ClickHouse for audit logs.

Yandex Managed K8s, region ru-central1. Smart Web Security WAF. DDoS Protection. Object Storage for documents. Astra Linux SE on prod nodes.
AI / LLM
YandexGPT 5.1 Pro and GigaChat 2 / Ultra — A/B routing. Russian LLMs within the jurisdiction of the Russian Federation. Local embeddings for private content.

KriptoPro SDK for lawyers' QES. TLS 1.3+ on all channels. mTLS within the cluster via Linkerd. SAST/DAST in CI.

Selection in M1
A specialist 101-FZ lawyer. Prepares the B-3 legality memorandum and reviews the document templates.
By the time of the pilot launch (M6), the team will be expanded: 2 backend engineers, a mobile engineer, a product designer (3-month contract), a DPO and an anti-fraud specialist. There will be 3–5 accredited partner lawyers at launch, growing to 30+ by production operation.
