Every owner of agricultural land is in the risk zone
On 1 March 2025, Federal Law 307-FZ (FZ-307) came into force, expanding the grounds for land seizure. As of 1 September 2025, Government Decree 826 (PP-826) established specific criteria for non-use. Satellite monitoring has been enshrined in legislation.
99% of land plots in violation
In the Tver Region in Q1 2026, 99% of inspected plots showed signs of non-use under 101-FZ. This is not unique: enforcement has been tightened across the entire Russian Federation.
6 months to respond
From the moment a notice to remedy is received, the owner has at least 6 months to eliminate the violation. The window has shrunk: previously it ran up to 12 months.
Regional specifics
In Kaluga the empowered authority is the Ministry of Economic Development. In the Moscow Region, regional Law 75/2004-OZ applies. Without knowledge of the procedures, it is easy to miss a deadline and lose in court.
Seven strategies — one is yours
The service selects the optimal route to remedy the violation in your specific case: the age of the plot, the region, the cause of the violation, and your willingness to act on your own or to bring in a lawyer.
Land Use Restoration
Cultivating the plot in line with agronomic rules with each step documented. The most common strategy — works in 60% of cases.
Lease to a Specialist Farmer
A lease agreement with a peasant farm enterprise (KFKh) or an agribusiness — a neighbouring farmer takes the plot and works it. Registered with Rosreestr.
PUT Change
Changing the permitted use type (PUT) within the agricultural land category — through the local administration. A standard procedure.
Land Category Conversion
Converting a plot from agricultural land into land of populated areas or industrial land. Especially profitable in the Moscow Region — value rises several times over.
Sale to Co-owners or Agribusiness
A quick exit through a transaction. We respect the pre-emptive right of other co-owners (Article 8 of 101-FZ) and properly document the notifications.
Court Challenge
For cases where the empowered authority has committed procedural violations. A claim under Chapter 22 of the Code of Administrative Procedure of the Russian Federation. The limitation period is 3 months.

The number, an address or a geolocation is enough. We pull a USRN extract in the background within 5 minutes — legally and through a certified provider.
Receive a risk card
AI-2 analyses the extract, satellite data and history. It shows the risk level (green / yellow / red) with the specific indicators of violation.
Act on the plan
5 to 9 steps with deadlines. Document templates have already been generated. You sign with an SMS code — Simple Electronic Signature (SES) under Federal Law 63-FZ. A lawyer is brought in if needed.

7 regions of the Moscow cluster
At launch, the service covers Moscow and 6 neighbouring regions. For each region we have factored in the specifics of the empowered authorities, subsidy programmes and case law.
Tver Region
250 thousand hectares of fallow land. 99% of plots inspected in Q1 2026 showed signs of violations. A huge funnel for S-1.
Yaroslavl Region
400 thousand hectares of fallow land. The regional compensation programme makes S-1 economically viable even when contractors are hired.
Kaluga Region
The decision on land seizure is taken by the Ministry of Economic Development (rather than the Ministry of Agriculture, as in other regions). This is critical for jurisdiction and for the addressee of any submissions.

IS Class 2 under Federal Law 152-FZ
The target information security class for personal data is IS Class 2 (Information Security Class 2 per FSTEC requirements). FSTEC certification is scheduled for M11. All data is stored within the jurisdiction of the Russian Federation (Yandex Cloud).
Federal Law 63-FZ on Electronic Signatures
SES via SMS code — for the user. Qualified Electronic Signature (QES) via KriptoPro — for the lawyer. The signing log is retained for 5 years with IP and timestamp captured.
149-FZ — ORI regime
The audit log is retained in ClickHouse for 1 year, in line with the requirements applicable to organisers of information dissemination (ORI). Ready for FSB requests.
