Self-service diagnostics and execution
A fit for simple cases: the owner is ready to cultivate the plot or lease it out personally; there are no procedural violations by the empowered authority.
Step 1
Sign-up
Via Gosuslugi (ESIA — Unified Identification and Authentication System) — the fastest route, with a pre-filled profile. Or by SMS code to the phone. Separate consent for personal data processing. No mandatory email.
Step 2
Add a plot
Enter the cadastral number, an address, or enable geolocation. The service requests a USRN extract in the background through a certified provider (Kontur.Reestro). Time to result: 5–10 minutes.
Step 3
AI-2 diagnostics
The AI analyses the extract, satellite data and the owner's history. It produces a risk card: risk level (green / yellow / red), indicators of violation, and citations to articles of the law.
Step 4
Open a case
If the risk is medium or high, you tap "Open case". AI-3 generates the initial template package (explanatory letter, restoration plan). A 5–9 step plan with deadlines appears.
Step 5
Step-by-step work
At each step there is a user action (upload an act, a GPS-tagged photograph, send a document to Rosselkhoznadzor). Push notifications about deadlines. AI-1 recognises uploaded documents.
Step 6
SES signing
Each outgoing document is signed with SES via an SMS code. This is legally significant under Federal Law 63-FZ on Electronic Signatures. The signing log is retained for 5 years.
Step 7
Case closure
Once all steps have been completed and the empowered authority has confirmed the outcome, the case moves to the "Closed" status. We collect an NPS rating. Documents remain in the archive for 3 years.
Engaging an accredited lawyer
A fit for complex cases: procedural violations, risk of seizure within the coming months, a high-value plot, or a conflict with the empowered authority.
Step 1
AI-6 routing
Based on the case (region, type of issue, complexity) AI-6 suggests 2–3 candidates from the database of accredited partner lawyers. You see the profile, rating and rate.
Step 2
Lawyer selection and engagement letter
You select a lawyer. AI-3 generates an engagement letter (offer agreement) between you and the lawyer. You sign with SES (SMS code). The lawyer signs with QES (KriptoPro).
Step 3
Payment
Payment via the partner bank's acquiring (SBP fast payments or card). Funds are held until the first work milestone is confirmed by the lawyer. Fiscal receipt under Federal Law 54-FZ.
Step 4
Case support
The lawyer accepts the case within 4 hours (otherwise it goes to the next candidate). Direct chat in the app. Every action by the lawyer is visible inside the case. The lawyer's documents are signed with QES.
Step 5
Closure
On completion, both you and the lawyer confirm the outcome. Final settlement is based on the actual result. A refund is possible if the lawyer has materially breached the engagement.
Delegated role: "I am helping a relative"
For cases where the owner is an elderly relative and a son or daughter runs the case under a notarised power of attorney. Implemented with safeguards for the principal owner.
How it works
The helper signs up under their own account. They upload a scan of the notarised power of attorney. AI-1 OCR verifies the grounds. Every important action (opening a case, signing a document, payment) is confirmed by an SMS code from the principal owner — even if the principal does not own a smartphone.
Anti-forgery protection
The SMS code is sent to the phone of the principal owner indicated in the power of attorney (we verify this number through Gosuslugi). Without confirmation each time, the helper cannot perform legally significant actions on behalf of the owner.
When this applies
The share of users aged 60+ in the target audience is significant. Many of them prefer to have an adult child run the case. The scenario reflects a real need, not a "feature for show".
Audit trail
Every action by the helper is recorded in the log with the delegated mode flagged. The principal owner can revoke the delegation at any moment in a single tap.
Where artificial intelligence does the work
The AI is an assistant, not a substitute for a lawyer. All procedural decisions are taken either by the owner or by an accredited lawyer with QES. The AI makes the first step fast and well-grounded.
AI-1 · Document recognition (OCR)
A user-uploaded PDF or photograph is recognised and classified automatically (USRN extract, Rosselkhoznadzor decision, inspection report, other). Accuracy of 90% or higher on typical documents. Fields are extracted into structured JSON for further processing.
AI-2 · Risk diagnostics
Seizure risk scoring based on the USRN extract + satellite data + owner's history. Algorithm — rule-based plus logistic regression on 100 labelled cases. From M7 — a transition to gradient boosting that incorporates feedback from lawyers.
AI-3 · Document generation
Generation of templates tailored to the specific situation: 7 document types × regional adaptation. Templates are stored as `T-01..T-07` in the project base. Every template has been reviewed by an accredited lawyer before release.
AI-4 · RAG consultant chat
A chat over the regulatory base (Federal Law 101-FZ, Government Decree 826 (PP-826), Federal Law 307-FZ (FZ-307), Federal Law 152-FZ on Personal Data, Federal Law 63-FZ on Electronic Signatures + 7 standard strategies + the land glossary). Each answer carries a citation to an article. Built on pgvector + Yandex / GigaChat embeddings.
AI-5 · Anti-fraud scoring
Protection from forged powers of attorney, attempts to open a case against someone else's cadastral number, and anomalous usage patterns. Rules plus an isolation forest (from M7). Integration with the partner bank's KYC.
AI-6 · Lawyer routing
Selecting 2–3 lawyers via a weighted score: region + specialisation + rating + workload + geographical proximity. Filtering out lawyers with low reputation. Regional specifics are taken into account (for example, in Kaluga the empowered authority is the Ministry of Economic Development).
AI-7 · Legal text translation
Turns complex statutory language into plain human English. For example, "compulsory termination of ownership rights on the grounds of Article 6 of 101-FZ" becomes "your plot may be taken away if it has not been used for 3 years". A real help for the 60+ audience.
Regional playbooks
Each AI feature accounts for the specifics of the 7 regions: empowered authority (Ministry of Agriculture vs. Ministry of Economic Development in Kaluga), subsidy levels, the procedure for notifying co-owners, and court jurisdiction.
