Document status: DRAFT. 1. General provisions

1.1. This document constitutes a public offer (the "Offer") within the meaning of Article 437 of the Civil Code of the Russian Federation, addressed to any natural or legal person meeting the requirements of Section 2 of this Offer (the "User").

1.2. The Offer is published by КОМПАНИЯ "ЗС" (KOMPANIYA "ZS") — the working designation of the operator pending registration of the legal entity; full registration details are set out in Section 11 (the "Operator").

1.3. The Operator provides the User with access to "Zemelny Service" — a mobile and web application that helps owners of land plots defend themselves against land seizure, fines and other issues arising from the ownership of land plots (the "Service").

1.4. Acceptance of the Offer takes place when the User registers with the Service and/or when the User makes a payment within the Service. From the moment the Offer is accepted, the User and the Operator enter into a services agreement (an adhesion contract within the meaning of Article 428 of the Civil Code of the Russian Federation).

2. Eligible Users

2.1. A User may be a natural person (a citizen of the Russian Federation) or a legal entity registered in the Russian Federation, who is the owner, co-owner or other rights-holder of a land plot located in the territory of the Russian Federation.

2.2. Age restrictions follow the general rules of Russian civil legislation (from the age of 18; from the age of 14 with the consent of a legal representative).

3. Services

3.1. The Operator provides the User with information and consulting services on matters relating to the protection of the rights of land plot owners, including:

diagnostics of the risk of land seizure under Article 6 of Federal Law 101-FZ on Agricultural Land Turnover;
preparation of the initial templates of procedural documents;
engagement of accredited lawyers for the support of complex cases;
storage and processing of the User's personal data in compliance with Federal Law 152-FZ on Personal Data.

3.2. The Operator does not provide legal assistance to the User directly. All procedural acts are carried out either by the User or by an accredited lawyer, on the basis of a separate agreement between the User and the lawyer.

4. Pricing and settlement

4.1. The basic diagnostics and access to document templates are provided free of charge.

4.2. Engagement of an accredited lawyer is governed by a separate agreement between the User and the lawyer, with payment processed through the partner bank's acquiring services.

4.3. Additional paid services may be available (extended analytics, on-demand USRN extracts) — the cost is shown within the Service before payment.

5. Consent to personal data processing

5.1. Upon registration with the Service, the User consents to the processing of personal data in accordance with the Personal Data Processing Policy.

5.2. Consent is given separately by processing purpose (core service / transfer to the lawyer / marketing).

6. Electronic signature

6.1. To sign documents within the Service the User uses a Simple Electronic Signature (SES) in accordance with the SES Agreement and Article 5(2) of Federal Law 63-FZ on Electronic Signatures.

7. Liability of the parties

7.1. The Operator is liable for the proper functioning of the Service to the extent provided for by the legislation of the Russian Federation.

7.2. The Operator is not liable for decisions taken by the User on the basis of the information and consulting materials provided through the Service. All procedural decisions are taken by the User independently or with the assistance of an accredited lawyer.

7.3. The User is liable for the accuracy of the information they provide.

8. Term and termination

8.1. The Offer is in force from the moment it is published within the Service until it is withdrawn by the Operator or replaced by a new version.

8.2. The User may terminate the agreement at any time by deleting their account (Article 14 of Federal Law 152-FZ on Personal Data) — with a 30-day grace period followed by a full personal data wipe.

9. Disputes

9.1. Disputes are first resolved by way of a written claim addressed to the Operator. The review period is 30 days.

9.2. If no agreement is reached, the dispute is referred to the court at the Operator's location, in accordance with the legislation of the Russian Federation.

10. Governing law

10.1. The substantive law of the Russian Federation governs the relations between the parties.

11. Final provisions and registration details

11.1. If any provision of the Offer is held to be invalid, the remaining provisions remain in force.
