We do not compete with lawyers — we complement them. Complex cases are routed to lawyers via AI-6 (the platform becomes a sales channel for them). Simple cases are handled by users themselves. This is a win-win.
Why now
The service launches at the intersection of three trends. Each is an independent driver of demand. Together they create a window of opportunity.
1. Tightening of 101-FZ
FZ-307 of 08.08.2024 (effective 01.03.2025) expanded the grounds for seizure. PP-826 of 01.09.2025 enshrined satellite monitoring as evidence. Remediation periods have been reduced to a minimum of 6 months.
2. Digital transformation of Rosreestr
All land plot procedures are gradually being digitalised. USRN is accessible via API. ESIA is the standard for authentication in state services. The trend is irreversible.
3. Rise of practical AI
YandexGPT 5.1 Pro and GigaChat Ultra have reached production-grade utility for legal tasks. Token cost has fallen 3x in 2026 (GigaChat). Local embeddings are now standard.
Architectural choices that reduce risk
Legal risk (Article 170 of the Civil Code)
Mitigation: the service is information-and-consulting in nature and does not provide legal assistance directly. All procedural acts are routed through an accredited lawyer with QES. The B-3 legality memorandum is approved before the first transaction.
Regulatory risk (Federal Law 152-FZ on Personal Data; FZ-420)
Mitigation: IS Class 2 is built into the architecture. FSTEC certification is scheduled for M11. Notification to Roskomnadzor within 24 hours. Personal data hashing. Full compliance is a competitive advantage, not a burden.
Technical risk (LLM)
Mitigation: A/B routing between YandexGPT and GigaChat — failure of a single provider does not bring the service down. Backup channel for USRN. Fallback to rules when AI confidence is low.
Business risk (low pilot conversion)
Mitigation: the Tver Region was chosen as the launch region because of the scale of the problem (99% in violation). Partnerships with local agribusinesses and media. A plan to gather 500+ pre-registrations before the pilot launch.
