For investors

Russian RegTech on the rising tide of regulatory pressure

A service for landowners in the Russian Federation. It launches at the peak inflection point: tightening of Federal Law 101-FZ on Agricultural Land Turnover + the introduction of turnover-linked fines of up to 500 million RUB + satellite monitoring + the digital transformation of the Federal Tax Service and Rosreestr. A 24–36 month window before the playbook of US AgTech models is replayed locally.

Target project growth from M1 to M12

Target metrics for pilot and full operation.

Market size

The funnel of target customers in the cluster

The 7 regions of the Moscow cluster alone form the launch market for the project. The actual scale of the problem is an order of magnitude larger.

1.36M ha of fallow land in the 7 regions
~99% of plots inspected in the Tver Region in Q1 2026 — in violation
+30% increase in Rosselkhoznadzor notices following FZ-307 (effective 01.03.2025)
500M RUB maximum fine under FZ-420 for personal data leakage

Sources: Rosreestr (open data, 2025), Tverlife (Q1 2026), Federal Law 307-FZ (FZ-307) of 08.08.2024, Federal Law 420-FZ (FZ-420) of 30.11.2024.

Target metrics

From the M6 pilot to M12 production operation

The target unit economics — a fixed fee per document plus a percentage of the rescued plot value. Margin profile — high-margin software.

Competitive position

How we differ from incumbent law firms

Parameter Law firm Zemelny Service
Cost of initial diagnostics 10–30K RUB Free
Time to action plan 5–14 days 15 minutes
Specialisation in 101-FZ Often general practice B-3 only
Regional adaptation Narrow, by location 7 regions in a single system
24/7 availability Business hours Chat + AI around the clock
Total cost of a B-3 case 50–200K RUB % of the rescued plot value
Document archive Often paper-based Digital archive + export

We do not compete with lawyers — we complement them. Complex cases are routed to lawyers via AI-6 (the platform becomes a sales channel for them). Simple cases are handled by users themselves. This is a win-win.

Regulatory moment

Why now

The service launches at the intersection of three trends. Each is an independent driver of demand. Together they create a window of opportunity.

1. Tightening of 101-FZ

FZ-307 of 08.08.2024 (effective 01.03.2025) expanded the grounds for seizure. PP-826 of 01.09.2025 enshrined satellite monitoring as evidence. Remediation periods have been reduced to a minimum of 6 months.

2. Digital transformation of Rosreestr

All land plot procedures are gradually being digitalised. USRN is accessible via API. ESIA is the standard for authentication in state services. The trend is irreversible.

3. Rise of practical AI

YandexGPT 5.1 Pro and GigaChat Ultra have reached production-grade utility for legal tasks. Token cost has fallen 3x in 2026 (GigaChat). Local embeddings are now standard.

Risk mitigation

Architectural choices that reduce risk

Legal risk (Article 170 of the Civil Code)

Mitigation: the service is information-and-consulting in nature and does not provide legal assistance directly. All procedural acts are routed through an accredited lawyer with QES. The B-3 legality memorandum is approved before the first transaction.

Regulatory risk (Federal Law 152-FZ on Personal Data; FZ-420)

Mitigation: IS Class 2 is built into the architecture. FSTEC certification is scheduled for M11. Notification to Roskomnadzor within 24 hours. Personal data hashing. Full compliance is a competitive advantage, not a burden.

Technical risk (LLM)

Mitigation: A/B routing between YandexGPT and GigaChat — failure of a single provider does not bring the service down. Backup channel for USRN. Fallback to rules when AI confidence is low.

Business risk (low pilot conversion)

Mitigation: the Tver Region was chosen as the launch region because of the scale of the problem (99% in violation). Partnerships with local agribusinesses and media. A plan to gather 500+ pre-registrations before the pilot launch.

What we are looking for

Smart money, not just capital

Regulatory expertise

Help in navigating Federal Law 152-FZ on Personal Data, the Critical Information Infrastructure (CII) regime, and the register of domestic software. Contacts at FSTEC, the Ministry of Digital Development and the relevant ministries.
